PWLBtoday is built by a team with hands-on experience in local-authority treasury, capital markets and public-sector finance technology — grounded in CIPFA's Prudential and Treasury Management Codes and the DMO's PWLB lending arrangements.

Russell Tew Russell Tew
Finance & Commercial

Russell leads PWLBtoday's finance and commercial side. His 15 years at NatWest Markets began in Treasury Risk Solutions, advising commercial clients on interest rate risk, before moving into Finance as an expert in derivative valuation risk and control.

He then founded RoyaltyCloud, a financial SaaS platform built for the music publishing sector, later acquired by Harvest Media. At PWLBtoday he shapes the product, partnerships and the market intelligence that local-government treasury teams rely on.

Prior to NatWest, Russell trained as a Chartered Accountant (ACA) at Deloitte. He also earned a Certificate in Quantitative Finance (CQF) and a Certificate in Treasury from the Association of Corporate Treasurers (CerT).

He holds an MMath in Mathematics from the University of Nottingham.

Outside work, Russell enjoys running, playing golf and coaching an Under-9s girls' football team, where his enthusiasm more than compensates for his tactical ability.

Phil Smith
Analytics & Product

Phil has spent close to twenty years in local-authority treasury. He co-founded Public Sector Live and, at PWLBtoday, develops the products and maintains the institutional relationships the platform's data and analysis depend on.

Prior to this, he began his career in technology assurance at Deloitte, spent 10 years at RBS — latterly as Managing Director of its public-sector and pensions solutions business — and sold insurance and pension solutions in Lloyds Banking Group's Markets division.

He read Mathematics at the University of Nottingham, holds an MSc in Mathematical Trading & Finance from Cass Business School, and is a Fellow of the ICAEW.

Simon Brown Simon Brown
Software Architecture & Data Security

Simon has spent his career building treasury technology for the public sector. He is the architect of TreasuryLive, the CIPFA-endorsed platform local authorities across the UK use to manage their deals, daily cash flow and risk, and looks after the architecture and security of PWLBtoday.

Prior to this, he delivered the first exchange for NASDAQ Europe and developed trading systems at Goldman Sachs. He also built Patient Rescue, an NHS AI platform at University College London that used blood tests from two million hospital admissions to flag patients at risk — later acquired by Google DeepMind.

Earlier still, in the advanced technology departments of Arup and Rolls-Royce, he worked on stopping the Millennium Bridge wobbling, created a database to help resolve the Hatfield rail disaster, and worked on the Airbus A380 engine design. He also engineered car design for Lotus and Jaguar.

He holds an MEng in Mechanical Engineering & Finance from the University of Nottingham.

Outside work, Simon likes cooking, bonsai trees and is mediocre at electric guitar, and hates running.
